3.2.1 Copy of an email from Grace Mannell announcing the filing of the West Santa Clara Landscape Resiliency Project Project-Specific Analysis and Addendum with the State Clearinghouse and the Santa Clara County Clerk.

3.2.2 A copy of a memo from the Registrar of Voters office discussing proposed new fees.

3.2.3 Copy of a memo from Attorney Hynes discussing recent changes to the Brown Act.

3.2.4 Letters of support from the District for two grant applications. One is for the Bohlman Road project and the second is for a Regional Wildfire and Resilience Workforce Development Program.

3.2.5 A copy of a postcard from the City of Saratoga discussing new tree regulations.

3.2.6 A copy of the preliminary 2026-2027 General Fund Budget. The topic is agendized under “New Business.”

The meeting was called to order by Commissioner Kraule at 0905 hours. In attendance were Commissioners Zambetti and Kao, Hazardous Materials Assistant Fire Marshal Davis, Zaid Ortiz from the FireSafe Council, Attorney Hynes and members of the public.

2. Approval of the minutes.

2.1 Approval of the minutes of the regular Board Meeting on April 21, 2026.

The minutes of the April 2, 2026 meeting were approved as presented.

3. Communications:

3.1 Oral communications or public comment.

Mr. Chuck Reed spoke about the role of the Saratoga Community Emergency Response Team (CERT).

3.2 Correspondence.

3.2.1 Copy of an email from Grace Mannell announcing the filing of the West Santa Clara Landscape Resiliency Project Project-Specific Analysis and Addendum with the State Clearinghouse and the Santa Clara County Clerk.

Assistant Fire Marshal Davis presented the Response Report for April. The report was accepted as presented.

4.2 Deputy Fire Marshal’s Reports for April. (The Deputy Fire Marshal’s Report describes any significant building projects in the previous month.)

Assistant Fire Marshal Davis presented the Deputy Fire Marshal’s Report. Commissioner Kraule expressed concern regarding hydrant inspections in private water companies and gate inspections. The report was accepted as presented.

4.3 Other projects/reports. None.

5. Reports:

5.1 Commissioners Reports.

5.1.2 Report on the Santa Clara County Special Districts Association.

Commissioner Zambetti reported that the most recent meeting concerned wastewater. The report was accepted as presented.

5.1.3 Other Commissioner Reports.

a. Report on purchasing the new generator.

A study session will be scheduled for June 8th or 9th to review the information received.

b. Report on repairs to the Model AA engine.

Commissioner Zambetti reported that the timeline for completion of the engine has been set back 30 days. The report was accepted as presented.

5.2 Financial Reports.

5.2.1 Financial Reports for April 2026.

The financial reports were accepted as presented.

5.3 Other Reports

5.3.1 FireSafe Council Report

Zaid Ortiz reported that the spring chipping program had been completed. Twelve homes in the district had been serviced. One CWPP class was held during the month. The report was accepted as presented.

6. Old Business:

6.1 The Board may go into closed session – initiation of litigation pursuant to Government Code section

54956.9 (c), one case. Not necessary.

7. New Business:

7.1 Discuss and consider the 2026-2027 General Fund Budget.

After discussion, the board decided to add $10,000.00 to the budget for additional professional services.

7.2 Discuss and consider setting the dates for Board meetings for the remainder of 2026.

The board set the following dates for the remainder of 2026: July – None, August – 18th, September – 15th, October – 20th, November – 17th, December – 15th.
