1. Call to Order:
The meeting was called to order at 0902 hours by Commissioner Kraule. In attendance were Commissioners Zambetti and Kao, Chief Kerdkaew, Deputy Chief Shumate, Assistant Chief Estrada, Attorney Hynes, and members of the public.
2. Approval of the minutes.
2.1 Approval of the minutes of the regular Board Meeting on January 20, 2026.
The minutes of the January 20, 2026 meeting were approved as presented.
3. Communications:
3.1 Oral communications or public comment. None.
3.2 Correspondence.
3.2.1 Email from Abhinav Joshi an analyst from Moody’s regarding review of the District’s debt rating and potential upgrade.
The email was read and entered into the record.
3.2.2 Email regarding notifying the Muwekma Ohlone Tribe of projects involving CEQA.
The email was read and entered into the record.
3.2.3 Email from Bill Boller regarding a proposed development at 19761 Three Oaks Way.
The email was read and entered into the record. Mr. Boller was in attendance and requested a meeting to address his concerns about the project. A special board meeting will be held on February 24, 2026 at 1030 hours to address the project.
3.2.4 Invitation from Los Gatos Parent Nursery School to attend a Big Truck Day on May 2, 2026.
The email was read and entered into the record.
3.2.5 Copy of Ordinance #1-2026, an ordinance of the Saratoga Fire Protection District amending Ordinance #1-2025 pertaining to fire apparatus access gates. Introduction of the ordinance is agendized under “New Business.”

3.3.1 A copy of the General Election Calendar for the November 3, 2026 election.
The calendar was entered into the record. A copy will be added to the District’s website.
3.3.2 A call for director nominations from CSDA (California Special Districts Association).
3.3.3 A copy of the annual state mandated inspection report of schools, hotels, motels, lodging houses and apartments from Santa Clara County Fire.
3.3.4 Email from Commissioner Zambetti discussing progress on the Model AA engine repair.

The Response Report was accepted as presented. It is still a work in progress.
4.2 Deputy Fire Marshal’s Reports for January. (The Deputy Fire Marshal’s Report describes any significant building projects in the previous month.)
The Deputy Fire Marshal’s Report was accepted as presented.
4.3 Other projects/reports.
Chief Kerdkaew reported on the new training center facility in South County. County Fire held three academies in 2025. The new firefighters will be on probation for a year. ISO ratings will be completed in March. The report was accepted as presented.

5.1 Commissioners Reports.
5.1.2 Report on the Santa Clara County Special Districts Association. None.
5.1.3 Other Commissioner Reports.
A. Report on purchasing a replacement generator.
Commissioner Kraule stated that he would like to be removed from the project. The board voted to appoint Commissioner Kao to lead the project. The district should receive bids by the next board meeting. The report was accepted as presented.
B. Report on Model AA.
Commissioner Zambetti will be reviewing progress on the engine before the next meeting. There are questions as to whether to have the engine installed where it is being built or in the station. The topic will be addressed at the next board meeting. The report was accepted as presented.
5.2 Financial Reports.

The report was accepted as presented.
5.3 Other Reports.
5.3.1 FireSafe Council Report
Zaid Ortiz reported that work was continuing on the West Santa Clara L R P. Sign up for the spring chipping program will open on March 2, 2026. Chipping will be held from April 13th through April 17th. The report was accepted as presented.
6. Old Business:
6.1 The Board may go into closed session – initiation of litigation pursuant to Government Code section
54956.9 (c), one case.
The closed session was moved to the last item on the agenda. The session began at 1035 hours. The meeting was reopened at 1045 hours.
6.2 Discuss and consider the water leak on Church property near the dumpster.
Commissioner Kraule reported that he had spoken to the City regarding the leak. The topic can be removed from the agenda.
7. New Business:
7.1 Discuss and consider the introduction of Ordinance No 1-2026, an ordinance of the Saratoga Fire Protection District amending ordinance No 1-2025 pertaining to fire apparatus access gates.
The board voted unanimously to introduce Ordinance No 1-2026 which pertains to fire apparatus access gates.
